But here is the deal,
Manufacturer mention capacity as 10^(10 to the power) like for 1TB, it is 10^12 Bytes, that is 1000000000000 byte.
But windows show capacity of storage device in 2^(power of two) that is
1KB=2^10 Bytes
1MB=2^10 KB
1GB=2^10 MB
1TB=2^10 GB
That is windows will show 1TB if capactiy is 2^40Byte (which is 1024x1024x1024x1024=1099511627776byte) while 2^10 is 1000000000000Byte.
Which is why windows show 931GB(10^12/2^30 Byte=10000000000/1073741824).
And no its not used for drivers but file system do use few MBs to store partition and file details(MBR,EBR,MFT etc)

1TB = 1000GB, ideally when you purchase any storage device few MB are consumed in driver files rest storage capacity is meant for customer's personal data storage. So do not worry go ahead purchasing.
