problem with lens

I purchased Canon 60D with lens 18-135mm. The lens is making so much of sound and not able to focus properly.

I cannot give more pros or cons as I am not so well versed with this product. I have bought this camera to gift my husband, whose knowledge about the cameras is a lot more than mine. He has an earlier version of Canon EOS camera and this model is of his choice. However, I have been quite happy with the older version and I have no doubts about the performance of this model.
