About the Author:J. SATYANARAYANA, IAS, is currently the Chief Commissioner of Land Administration and Special Chief Secretary, Government of Andhra Pradesh. Earlier, he was the first Chief Executive Officer (CEO) of National Institute for Smart Government (NISG), Hyderabad. He was responsible for shaping the Institute as a Centre of Excellence in e-Governance at the national level, especially in the areas of architecture standards, and capacity building for e-governance. Prior to that, he held several key positions in the Government of Andhra Pradesh, including Special Secretary in the Finance Department and Principal Secretary in the Information Technology and Communications Department. He had pioneered the implementation of popular e-Government projects like e-Seva, CARD, APOnline, and e-Procurement. He played a key role in the design and implementation of the national level e-Government projects like MCA21 and Passport Seva.
