RUFUS SCHATZBERG, a retired police officer, is an authority on African-American crime in New York City particularly.

ROBERT J. KELLY is Broeklundian Professor of Social Sciences at Brooklyn College and Professor of Criminal Justice and Sociology at the Graduate School, City University of New York.
